The Grants and Compliance Manager will play a key role in supporting and advancing the mission of the URI Research Foundation (URIRF) and its non-profit business units, including Polaris MEP and 401 Tech Bridge. URIRF activities advance Rhode Island’s economy while improving society and human lives.
Job Title: Grants and Compliance Manager
Location: Various RI (URIRF offices in Kingston, Polaris MEP offices in Providence, 401 Tech Bridge offices in Providence and Middletown, Remote)
Reports To: Director of Operations
Job Type: Full-time
The Grants and Compliance Manager role is a cross-cutting position working closely with Finance and project implementors to deliver quality programs and ensure compliance with funding requirements. Work involves managing multiple priorities, and planning and organizing to meet established deadlines.
This position examines, evaluates, and investigates eligibility for potential funding opportunities then leads grant writing and application submission. Additionally, this position actively supports monitoring and accurate reporting of revenues, expenditures and key performance indicators during and post-award. Duties must be performed in strict accordance with general statutes and state, local, federal, and organizational policies, procedures, guidelines and subject to an annual audit.
PREFERRED QUALIFICATIONS
Education and Experience:
- Bachelor’s degree preferred. Experience performing the duties described above may substitute for the degree requirement.
- Three to five years of related experience in grants and contracts development/ management, nonprofit governance, fundraising, administration, and/or compliance.
- Knowledge of federal, state and/or community funding sources, mechanisms and regulations including procurement and subrecipient monitoring.
- Experience in proposal and report writing.
Skills and Abilities:
- Strong interpersonal and communication skills.
- Effective negotiating, conflict resolution and problem-solving skills.
- Ability to understand complex documents and translate into practice.
- Good information research and strong analytical skills (data and financial).
- Ability to create compelling reports, including the use of data visuals.
- Excellent written and oral communication skills in English.
- Above average computer skills.
- Strong attention to detail and well organized.
PRINCIPAL DUTIES AND RESPONSIBILITIES
Grant Administration:
- Develop and maintain a calendar to meet deadlines for grant writing and reporting.
- Prepare funding proposals, budgets, and application submissions.
- Analyze and evaluate award agreements and budgets for correct calculation of expenditure categories such as salaries, percent of effort, salary adjustment increases, fringe benefits, indirect costs, materials, and equipment.
- Track whether the project is achieving its objectives and utilizing funds efficiently and advise when adjustments are necessary or if challenges arise.
- Ensure all grant reports (monthly, quarterly, annual, etc.) are submitted on or before their deadlines.
- Contribute to continuously improving internal grant management systems.
Compliance:
- Oversee purchasing policy and ensure that purchases conform to applicable requirements.
- Ensure compliance with relevant organization policy, as well as federal, state and local laws, regulations and accounting standards to maintain transparency and accountability.
- Assist in the planning, design, implementation, and support of financial systems, related policies, and processes needed to identify and manage the revenue and expenditures of the organization and its various components.
- Support human resources.
- Conduct internal audit of programs to ensure grant compliance.
Human Resources:
- Support efforts to recruit and hire employees to implement grant funded programs, as needed, including publishing job ads, scheduling interviews, and preparing HR-related records.
- Assist with the creation of organization guidelines and training documents leading to more inclusive recruitment practices and enhanced staff professional development.

- Ability to travel locally as needed.
- Valid driver’s license and reliable transportation.
