Rhode Island’s manufacturing community—made up largely of small and mid-sized businesses—is no stranger to navigating rising costs and global trade challenges. Now, there’s a potential opportunity to recover some of those costs through newly available federal tariff refunds.
However, while this development could bring meaningful financial relief, it also comes with an important warning: scammers are already targeting businesses looking to file.

Here’s what Rhode Island manufacturers need to know to take advantage of this opportunity safely:

A Timely Opportunity for Ocean State Manufacturers

Recent legal developments tied to the International Emergency Economic Powers Act (IEEPA) mean that the U.S. Customs and Border Protection is issuing refunds on certain tariffs paid on imported goods. For Rhode Island manufacturers—many of whom rely on imported materials, components, or equipment—this could translate into thousands (or more) in returned funds, potentially including interest.

Who May Qualify?

Your business may be eligible if you:

  • Served as the Importer of Record
  • Paid tariffs under IEEPA
  • Imported goods during eligible timeframes

Note: Most individual consumers are not eligible unless they directly acted as the importer of record.

How to File for a Refund

Refunds are not automatic—you’ll need to submit a claim through the Automated Commercial Environment (ACE) using the CAPE refund module.

  • Offers to “handle your refund” in exchange for data
  • Unsolicited emails, phone calls, or text messages
  • Urgent language pushing you to act quickly
  • Messages with spelling errors or suspicious links
